Are there scripted events for these to be invaded by Allies if you are not playing diplomacy ?
If so when ?

If you are human it is your job to invade them. At some point depending they will revolt. Check the scenario description.

I also removed the Tabriz rail line until Persia joins a side. I now know why Hubert put roads in Turkey and the Middle East instead of rail. Some interesting dynamics of moving resources that get affects. Neither of our games have major and minor rail.
