Norway convoy, and diplo from territorial waters, and the "Beef Trip"

A couple of points about Norway and Holland:
Norway supplied a very significant amount of food to the UK (indeed convoys were set up here before they were for any of the Atlantic trade!). Since it's a food convoy I feel it should be represented by the Unrestricted Submarine Warfare mechanic, with a small number of hexes in NE Scotland and/or near Norwegian ports.
Also I feel the Norway event protesting about Britain violating territorial waters is not exactly right. In practice in WW2 the UK was basically unable to interdict Norwegian trade with Germany, because it was all bulk goods that could never be classified as "contraband". So I would move the convoy so it is very difficult for British ships to reach. However also the Norwegians did not react negatively to having British ships in their territorial waters either, as they saw Britain as the ultimate guarantor of their independence. So best to remove the event that pushes Norway to the Axis if the British occupy their waters (e.g. the east hex of the Northern Patrol). Historically Norway eventually stopped sending supplies to Germany after British diplomatic pressure, the diplo mechanic basically works for this.

These changes would also mean that German naval units in the North Sea can still do some limited morale damage, though with much less potential than the western convoys.
