Playing Hill 278 as US, Recruit difficulty. After assigning all 3 sub-units I had 17 units (14/14 + 3). The Main Force panel only displays 16 units.

Correction - the scroll bar does appear on the Main Force selection panel when the unit count hits 19. Units #17 & #18 can barely be seen and accessed.
