Artillery hits calculation?

What are the odds for artillery to score a hit at a unit?
I sometime shoot at a unit 10 times and score only one or two hits.
Is there a formula known which calculates the probability?
The usage of recon bombers will raise the odd says the manual.
How about using 2 recon bombers?
Does it work if Germany does Recon an Ottomans uses the artillery?

The odds themselves will vary depending on all the different factors involved, but generally I would say it's about 25% at the start.
Only one Recon Bomber strike is required, and it doesn't matter which nationality does it, they are considered to be reporting back for their side, rather than their nationality alone.

So artillery starts with 0 attack value. If I remember the combat formula, it takes off tech adjustments (not relevant in this case) and then everything in it is multiplicative and nothing else is additive. So high readiness etc results in a good multiplier of 0 so still 0. How does artillery with 0 attack do any stregnth damage at all?

The actual combat results can vary from -1 to +1, which means it still has a chance to cause casualties.

I don't recall a Level 0 Artillery unit even with the assistance of a Recon Bomber ever doing more than 3% morale damage with each attack. The actual average seems more like 1% or 2%.
