How do you get USSR to surrender?

I have captured all the victory points and held them for several turns.

Russia has endless morale, so my understanding is that it never surrenders.
Am I right in assuming that?

they used to pre patch 1.003, however they do now surrender when you take all VP locations.

As in every single one regardless of who owns them? I have all of the Soviet ones, including Iran.

Started 1.003 (maybe I didn't patch from 1.002?) and patched to 1.004 yesterday morning.

well in 1.003 as long as you took every VP location russia had, including ones they captured like iran, then they would surrender... maybe alvaro decided to make them unbeatable again? IDK

I get a little frustrated with the many undocumented changes. It makes it hard to discern what has been changed on purpose and what is a new bug. And many things have to be studied again.

It would be helpful if all changes could be written in patch notes.

Agree, the three word descriptions in the patch notes are really not enough.
A couple of examples - Soviet Tank mods; the notes say they have been done but not what the effect is and when it is applied.
Persia rail - it has taken me loading up several hotseat games and running them through to see what was happening because of the lack of description .

There are a lot of things that get fixed and occasionally I forget to fully document it correctly because..... life happens. Phone call here, kid yelling "DAD!!" there, dog just pooped on my bed and the smell got to my nose, wife complaining I didn't put the clothes away. All distractions. Luckily I have you two to point all my mistakes out for me.

I will be putting up this week the changes in the game manual that I have been keeping track of.

All this sounds very familiar in one way or another, I'm sure I'm not the only one to have this feeling.
I don't know how the moment I sit in front of the pc my wife remembers and reminds me a whole list of things to be done [:D][:D][:D]

Right now it is my only child. Later in 2020 I will have an Pacific child. Then probably a World child.
