Does Habeas Corpus EVER Work?

I bought this game recently, and am enjoying it immensely. In case anyone happens to be looking at this forum and is wondering whether to give it a spin, it's an excellent product!

That being said, I have yet to see the invocation of Habeas Corpus or Martial Law by the Union player work. Are those decisions just irretrievably borked?
