You can deploy AA to the Sigfried line in '39 - not sure what the criteria are for this.
You can not redeploy them.

I think that is working as intended.

AA is placed in 'strategic' zones. An established fortified line to me fits to have fixed (or almost fixed) AA installations.
So it's not exactly in 'clear terrain'.

I hope it's working as intended at least.

These are the hexes you can deploy AA at the start of the game.
I don't think there is much value in deploying off industry hexes, but the issue is that you cannot redeploy them.
Could we either have:
Any hex deployment and can redeploy.
OR
Stick to industry/town hexes.

Not a problem for players who know how it works but it could catch someone out who is not aware of being unable to redeploy them.

IIRC you can relocate AA if you have a HQ unit in the same hex ?

Think a rail is needed ontop of the HQ too!
