Is it possible to use a map from an existing scenario that is part of the scenarios included with the game in the scenario editor to create a new scenario.

Yup. Just open in the editor the scenario whose map you want to use, go to the file menu and save the map, then you can start a new scenario in the editor and open the map you just saved.
