Patriots in Scud Hunt

Hi All,
I'm playing the Scud Hunt scenario, and Dharan has come under fire from Scuds. It has a patriot battery but the patriots do not attempt at any point to engage the scuds.
I know the effectiveness of the patriots has been cast in doubt since the war. But is it really the case that patriots are so unsuitable they will not even engage?
