What does this mean:

Does this mean 4 naval units of which one is a BB unit (so a representation of let's say 20 ships in total). Or it is a BB unit representing 4 ships.

4 naval units, 1 of them is a BB; the others are cruisers, destroyers or transports.

Not so clear for me.
Game is using groups of ships, but the report is based on ships alone.
So a BB group represents 2 BB with some support ships (CL and DD...)
When 1 BB is reported and 3 other ones, does this mean the support ships are detected or another group (a CV group, where the carrier is not beeing detected yet)?

It talks of in-game units.

Litterally read it as 4 naval units, of which 1 is a BB and 0 are CV.

The true question is - is the recon actually veritable or can be (legitimately so) faulty?

It is what it is. Putting in faulty recon while an accurate idea is not an optimal one for players. It would be very frustrating. Then I have to put in counter measures to verify faulty recon which adds another layer of complexity.
