France wont surrender

ive captured every City, when i take the last and end turn it wont. All the buttons at top disappear and looks like it should be allied turn and France hasnt surrendered? I have version 4 but havent done any beta

You need the Beta.
It's a known bug of 1.04.
You may notice also that it never asked you if you wanted to Vichy France which usually just happens with Paris + Lille.
I know in the Beta, France total conquest is fixed. I do not know if Vichy'fication of France is fixed though.
