Italy should be able to enter the war as it wants to! its Axis after all! not like the other minors
Now in my Campaign its August 40 and Italy in not in the war yet, France has put up the white flag! Pbem game.

Think if you look there is a 1939 Italy Scenario that offers Italy the chances to join whenever. Also the game is scripted that when Paris falls or France surrenders I forget which one of the two it is, Italy automatically enters? Have you double checked?
P.S. If there is some sort of bug you could simply ask your opponent to declare War on Italy...

Ideally just play with the 'Italian Option' '39 scenario.
In the base '39 it's way too easy for the Allies to lockdown the whole Med by when Italy kicks in, and France can easily strip of troops all of their colonies to have them fight in France (and just keep 1 HQ in Algiers)
