Romanian oil - how to give some to GE/IT?

Romania has a lot of oil. Is there any way to give some to Germany and Italy after Romania enters the war? The convoy screen doesn't seem to allow sending from Romania to anyone else.

They'll give it automatically to Germany - unless they need oil themselves - then they'll keep their whole stock for that turn.

If you ask why do you need oil themselves, oil also functions as unkeep for units that need to be supplied out of a rail line (the virtual trucks that bring oil to your troops out of the railroad network)

Let me try to fully understand that. If Romania has any units off a rail line then the game will determine that they need oil and Germany gets none that turn? So basically it's important to keep all Romanian units on a rail line to allow oil to continue to flow to Germany each turn?

You missed one detail.

But I'll try to simplify it. Start a 39 scenario without really playing except for let's say Italy. (Do it Hotseat mode so you can instantly pass the Allied turn too)
Pass a turn without without moving any Italian unit at all - check what is their unkeep at the start of their next turn.

Start again - move some Italian units. Bring them to the rails, bring the mechanized in Lybia in the port of Tobruk. Your unkeep should be of 1 or 2 less points.

For what concerns Romania - you forget the detail that they keep their whole 40 oil for themselves. So 1 turn they keep their oil, stockpile 40, then prolly have an unkeep of 1 or 2 per turn so they're good for a large amount of turns (unless obviously their fighter is used, or they've other fuel consuming units).

Romania keeps enough oil to keep their own units supplied, when at war, and sends the rest to Germany.
It is up to Germany to send Italy oil when all 3 are at war.

When Romania is neutral it sends Germany and Italy oil.

I can assure you by how it works right now, if Romania keeps the whole of their 40 oil for the turn.
Then they work with that stockpile and trade the whole 40 away until it drops to 0. Then they'll retain the whole of their oil for 1 turn. Cycle through.

Why not send a trickle of oil back from Germany to Romania if/when Romania starts getting low. That way you won't have a shock turn when Romania keeps all of it.

The code is setup this way. That way there are no rounding errors and numerophile players don't post about where is their 0.38582 oil they lost.

Anyways if you are desperate for 40 oil..... something else is wrong lol.
