Victiry Cities for Poland

Playing v1.4 and only Warsaw is shown as a victory city. Originally in past versions, there were 4 cities that needed to be taken. Quick test to only take Warsaw and the capital moved.... What's up with this ?

Victory Cities are victory points for the endgame result.
To have Poland surrender you need to take their whole cities.

I thought when you mash the 'V' button, the yellow highlighted hexes show the cities needed to be taken for the country to surrender …. Or am I wrong ?

These are cities that net Victory Points.
That's what determines if you won or lost the game at the end of it.
