I want to create a scenario with Poland is a minor ally of Germany,
I am finding that I cannot strategic move units through Poland.
I would also like Germany to receive the resource points from Poland without conquering

Any ideas?

Hi Eric

With the campaign open in the Editor, click on Campaign -> Edit Major Country IDs Data

Select Poland from the list of Major Country IDs, and click on the << arrow to the left to remove it from the list of Majors.

It will now be a Minor that can be set as a German ally should you wish it to be one. [:)]
