German troops in Italy

What is the rationale for being able to move German troops into Italy before Italy declares war? Also the Italian Navy can transport German troops to Libya also before they declare war. Germany could send an Armored corps to Libya and conquer Egypt before UK has a chance to move troops there?
Is there any effect on US entry if Italy declares war early or Egypt is conquered early by the Axis?

When I got Warplan around Christmas, it auto updated to 1.004. Must be in that update where German troops can go into Italy. I just wonder if that is something that needs to be addressed.

So let's look at this from a diplomat's perspective.
Germany just plowed through Poland.
UK and France DOWs on Germany.
in June of 1940 Germans walk into Paris and Italy officially announces it is part of the Axis. Germany come on in. But "The Moose" never said he declared ward. German troops on on the alps ready to attack. Italy is a full axis partner but claims non-belligerence effectively.
So who's responsibility is it to DOW and not allow this atrocity? The Italians or the Allies?
Technically the Soviets entered Poland and the Allies never DOWed on the USSR?!?! Very similar. So it is up to you, Allies, to do the right thing and DOW.
