Maybe this is working as designed, but the only trade I can initiate (as Germany) is with Italy after they're Axis. The popup says neutral countries can't send or receive resources. Except that I'm still getting resources from neutral Romania and Sweden and etc. from the contracts I start the scenario with.

Is there any way to start a new trade route? Maybe I just don't know the procedure?

The major powers can do (export) trades for both iron (production) and oil. Many of the minor powers have auto trade routes set.

As the axis gains more members (romania, hungary) you will be able to do trades from the majors (Germany, Italy) to them.

So basically the trades from the minors are hard coded and they will automatically give resources to the majors. And the majors can set up custom routes to minor states, but only after they are part of the alliance
