Partisans not working according to manual?

What am I missing? Seems partisans are still not behaving according to the manual? I thought this was fixed? It feels a little awkward that I have to bring this up again? I'm in the camp that hates the way partisans are implemented in this game and this issue just adds salt to that wound. Can you please either fix this or fix the manual or something? PLEASE!
Partisans – Each country has a partisan value. Partisans turn rail
into damaged rail and only affect countries in which their owned
territory is now occupied by a country they are at war with. Any
unit protects vs partisans in their own hex. Corps and Armies
protect vs partisans in their hex and the surrounding 6 hexes.
Control – When a country controls a hex, the hex will change

I think the OP may think that the 6 hex restriction is a radius.
It's not a radius.
A unit only protects against partisans in the 6 adjacent hexes.
Maybe change 'surrounding' to 'adjacent' in the manual.

uggggg, yes that's it. My brain wanted to see 6 hex radius, but only 6 surrounding hexes. Makes it very tough to control partisans and once again don't like the micro involved for partisan duty. Also, it's very unhistorical. Maybe if I could have the option to switch off reinforcements for some units, then I could put more diminished units in the back areas. No concept of security forces. There were only a handful of occasions where corps level actions against partisans occurred on the eastern front. In this game you need many corps just to secure one rail path that is deep in the Soviet Union (mid 42). Just nuts.

Use divisions. No need for corps level anti partisan in my experience.
Place divisions on strategic places (railway junctions, cities) for garrison duty (I put them in garrison mode and hardly move them). I also keep a few divisions around that I do not put in garrison mode, but use to actually seek them out for combat.
I find that the micro managing involved is not that much. I usually start my turn inspecting were I have to intervene, do a few moves and that's it. Not that big a deal.
Ow, and if I am not mistaken, the manual says only Corps and Armies have a radius of six surrounding hexes to suppress partisans, but this has been extended to Divisions as well.
