Is there a rule that you cannot invade the USSR by sea ?

There is not that rule. I invaded across the black sea, from Bulgaria. Not that it did much for me, but I was able to do it.

Was that with the latest patch ?

Fixing this now. This was due to fixing cooperation without checking for war. Will update soon in Beta.
