So the Gangut battleship can't be deployed if there is a unit in Kronstadt harbour. This is also a bit confusing as it looks like it just doesn't deploy. Other deployments offer the nearest available hex, maybe this one should too.

When you get the deploy screen hit cancel. Move the other unit out of Kronstadt. Next you can select the new units button which will now be lit, and you can then deploy the new battleship.
