Can Commonwealth units be attached to UK HQs and vice versa?

Yes

Commonwealth units can be attached to UK headquarters, but not the other way around (no attaching British units or canadians to the Sudanese headquarters).

That being said, you still get the supply benefits from those headquarters though, so not worth buying generally, but also worthwhile when you start with them.

Is this manual only? Maybe I am missing something. I am seeing British HQs not attaching Indian or South African units.

Indians are their own major power, so they will only attach to indian headquarters I think. South African units will auto-attach... but you should set your headquarters to manual assist as a matter of course.
