Impact of Port Reduction

I know that if a port's supply value is below 5 that transports entering the port cannot land the same turn. What other effects are there? For example, what about a port that is down to 2, or 1, or even zero?

Also if an enemy ship is in a port can ships attack that enemy ship when the port is reduced down or below a certain level? It seems one of the tactics in the game is hide in a friendly port.

Thanks.

The only other differences are that its potential income and supply values are reduced too.

Reducing the port strength to zero by strategic bombing, keeping units adjacent to it, or (and this can be expensive) shelling it, will change things as the port effectively no longer prevents movement through it, and renders any occupants more vulnerable to attack.
