this Bologna how many units does it need in garrison I have 3 div. but garrison cap. is only 50%

different units have different garrison values, I also think you need at least one security regiment in the hex.

Remember that the garrison CV is not the same as the combat value, use the 'z' key to cycle between these.

Yeah, every garrison city needs at least 10 (garrison) CV and a security unit present.
