you can't. But you can (I think) drop the TOE so as to free up manpower and elements for your combat formations

in effect, yes, but you don't need those to prepare for the opening invasions of France making them good locations to stack up your follow on forces.

some of them will unfreeze over time for whatever you'd like to do with them, the others will see a major TOE drop to release manpower for frontline units
