Overseas supply

I'm a bit confused regarding the rules on this. I'll ask the easy question first;

Can a HQ act as a port when tracing supply into/out of sea areas? Or is it just ports that can do this?

Second. In tutorial video # 5, during the supply part, with the example of the BEF tracing supply back to Hull in England, Steven states that it costs 1 'move' to trace supply out of the port into the North Sea, and another 'move' to trace it from the North Sea and into Hull. But from what I can gather from the manual (RAC) and what I understand from the text tutorial, tracing supply overseas only use a 'move' in the supply path to move into the port, and that the move from a port into the sea area is free. So, which one is it?

On HQ's: Yes

An overseas supply path uses one of the four basic path hexes a unit has for it's supply line.

Here is what the Rule states concerning Overseas Supply Paths
The sea portion of a supply path does not count against the maximum number of hexes permitted in the path. The port hex you trace the overseas supply path into does count against your 4 hex limit. However, it always counts as only 1 hex, regardless of what terrain it contains.
So in the video, the supply path for the Gort HQ to a Primary supply source (Hull for ex, there are many to choose from) is of length 1 hex, not 2. I think Steve just miscounted in this example.

Hey, that mistake was because I was still new to thee game - I had only been playing it for 20+ years.

On the plus side, I very carefully made the same mistake over and over in that video - CONSISTENCY!

In summary, yeah, it costs one Basic Supply Path Hex to enter a sea area, tracing through additional contiguous sea areas costs nothing, and tracing into a port costs nothing. If the port is not a primary supply source, then it will cost additional Basic Supply Path Hexes to reach a primary supply source. In the video, Hull is a primary supply source for the Commonwealth so there is no additional cost.

It's not easy this game. I find that while it's wonderful to have the program take care of everything for me it also makes me just move on a few times when there's things I don't quite understand. Which often works out just fine but can come back and bite me when I suddenly need to understand something that I've just shrugged off earlier.

I still think you've got it backwards but afaik it doesn't have any practical implications. The rules state that to trace supply overseas does cost 1 supply path hex into the port regardless of the terrain in the port. So for Gort it would cost nothing to trace into the North Sea and 1 hex to trace into Hull. And as you said, since this is a Basic Supply Path any eventual hexes onwards from Hull need to be counted as well.
