Finishing Off Cripples

The AI seems to either ignore cripples entirely, or launch huge strikes against ships that are already sunk.
I had the IJN invade a port and his APs were raked over by ships, and planes. Nevertheless, they continued unloading at the port which had FIVE squadrons all set to naval attack.
A IJN ML sailed near by and two full strikes were launched against it morning and noon. (It was already sunk in the first attack). The APs were totally ignored...allowing valuable troops to land and capture the base.
What gives?
Seems the best answer is to give more control over naval attacks. Say an option to limit range to three hexes, or in this case one hex. Or at least the option to change priorities. Empthy APS, or APs with supplies aren't as dangerous or as juicy as APs loaded with troops.
Worr, out
