Spotting bonus.

I started a game on the veteran setting as the Axis. On intermediate with no spotting bonus getting Warsaw on turn 2 wasn't easy. This time it was easy because the AI sent Polish units towards undefended parts of Germany. Is it better for the AI to not have a spotting bonus?
