I have taken it upon me to add the important Petsamo nickel mines to the map in my mod:

It is represented by a rare metal resource. It adds 1% to a nations Production Points AFAIK.

Does this mean, the Finns receive that 1%? And once it becomes an Axis minor? Still for the Finns?

If that is the case, adding it to the map like I did will not do much good. Probably needs scripting to make Petsamo really count?

It only adds to the major power that controls it.

we can add manganese from NIKOPOL for the allies (2 boxes at the bottom left of the city of Zaporozhye)

In my mod I added a rare metal resource near Archangel for compensation. Petsamo and Archangel are both remote locations and maybe an incentive for some action there.

That is also all I did, resource wise, so not to upset balance too much.
