No Victory Condition for Entente in March on Paris

Took Köln at September 10, destroyed the last German unit at September 26, suffered major victory (instead of decisive) at October 10, since the German morale not went below 1%, since many of its units had no place to spawn and so could not be destroyed.
Köln should work like Paris, if taken, victory for Entente, or at least increase its NM value way above the current 100, since that is not enough to deplete the German 100K moralepool. Or just work like a normal country, and surrenders if all capital lost and rolls badly based on unit numbers.
