Say an enemy sub is raiding a convoy line away from a coastal hex.
Yes of course air units you can attack the sub, but what surface ships, if any, can attack a sub? Is a carrier the only one?
How effective are escorts?

Only if the sub is next to or on a non-ocean hex.
