Normal, Extended and Maximum range

I know what they mean and what they should do but I'm confused.
For instance most level bombers can be set to attack ports and airfields that exceed their extended range. Why?
Transports can carry supply and troops passed their extended range. This makes some sense as they could refuel at the destination levl bombers can't.
I've just had a thought I'm using the range rings as a guide. Are they wrong?
