Replacement Ed. vs. Default rep.?

Page 40.

I have just read the precis on the replacement editor...no issue, seems straight forward, except timing, the rep's are doled out per turn week month?

So right after the rep. editor explanation is the section below, 17.10.1.
What is the correlation? Sorry maybe I'm dense, I am not getting it...I set the repl.s. in the repl. ed., what does this below have to do with it? Is it a 'master' repl. rate thingy that overrides what I set up in the repl. editor? ...or?



17.10.1. Default Replacements

If you choose, you can set 1% or 2% Replacements
from the Edit / Set Replacements menu item. If
you do this, 1% or 2% of your total starting Force
inventory of each item will be replaced each Turn.

That is an alternative to setting explicit values. (Explicit values, while far better, require research, though)
