Land spotting ranges and when they take effect

I Just noticed that a Cavalry unit with land spotting range 3, did not reveal any fog of war at range three when swapped with another land unit (with land spotting range 2) to get closer to the front.

As shown below in the left panel, the Cavalry unit in question was initially 4 hexes away from Ivangorod and Lublin. The panel to the right shows what happened in terms of what I expected to be a Fog of War unveiling/reveal of what might be located in Ivangorod and Lublin. The three range land spotting of the Cav unit was working prior to the swapping move, as evidence by seeing the Russian detachment in Radom. As can be seen, nothing was revealed to the CAV unit at range three. I took this to mean that Ivangorod and Lublin were surprisingly unoccupied.

What happened next, was that I eliminated the Russian Cav (strength 4) unit two hexes south of Lublin, and then advanced to Lublin with the same corps that eliminated the Russian Cav unit. This is when I was surprised to find Russian units in both Ivangorod and in Lublin.

Is this WAD? Shouldn't the Cav unit that was moved three hexes away from Ivangorod and in Lublin have revealed these hidden units?

I seem to remember that Fog of war reveal happens immediately in the same turn that units move. Could it not have happened because the Cav unit was moved forward by swapping?

Forests limit the detection range, so in this case, it is probably worked as intended, but detection has some strangeness in some case, like moving a unit will not reveal everything, but if i click away, than it is revealed, without losing anything, so in some case you need to move, remove focus from the unit, and move again if clear or needed, after the stuff revealed.

Thanks, that could be it, but I sort of thought that land spotting did not necessarily require a direct line of unobstructed sight over 2 to 3 hexes. Rather, I presumed it could, in an abstract way, represent actual small groups of reconnaissance scouting which could/would negate terrain blocking of direct sight.

I forget what the map hex scale is (distance across each hex), but wonder if visibility could indeed see, if unobstructed, three hexes out.

I just took a look at the code and swapping units doesn't change the fog of war map, e.g. it is not counted as a full unit move where a movement path has been taken by the unit and fog of war spotting has been updated along the path.

Of course there could be arguments made in either direction, that it should reveal more, or not, this is just to confirm that it looks to be functioning as currently designed.
