Question about FitE2 German Offensive Chit?

I've been messing around w/ FitE2 via a solitaire game, trying to learn more about it, am now on move 4 Germans. and a question about the short briefing, where it says under "events" for Germans:
Germany
Turn 3-16
Operation: 3x Offensive chit
Axis ground shock 140 for 1 turn
Axis air shock 140 for 1 turn
Description: For more dynamic offensive, 3 x chits are added to boost the Axis 1941 offensive.
How does this event work? I was thinking it used some kind of "disband" chits, but I can't find any to "disband".
What do you do to "use" this event?

These are 3 shock events that you can initiate on your own at any time up to the end of the Theater Option. It isn't very well explained and I had the same question as you. So naturally each one takes place on the turn after you initiate it. You can string them together or use them individually depending on situation.

on this use, I will not be in agreement with Lobster.
It would be a waste to use more than one in a turn, as you will not receive more for this.
As he said, turn following use you get increase in shock.
If you have objectives for turn 6,(Riga, Vilnius & Lvov) beginning of turn. Don't use one at this time too.
I use them when defensive line is really strong and need a boost to push through.

Oh, okay, thank you! I guess I need to take the cities first? I still need Riga, on the outskirts there but not quite in the city yet. I will keep going to see if it triggers and then try to see how to do it. It is a theater option? Or a chit that you have to disband? Thanks again!

It is a Theater Option.
