Bombing of Axis cities/ports: flashing numbers??

Playing Europe 1939: later on in the war during the Allies turn, I see that certain cities such as Oslo, Norway (for example), are being bombed by Allies during their turn. I hear some fireworks. I see a microsecond of numbers flash and disappear like specters above the city, such a "0..2" with some of the numerals colored.
I have no idea what is going on! Are those the losses of production? Is it the losses of the defending ground unit?? Is it losses of AA units??? Or is it losses to Allied attacking planes and defending interceptors????
At the beginning of my turn I might see a report that Allied bombing resulted in a loss of Axis stockpile points.
Why the cryptic floataway numbers?????
Why don't I receive a report very simply at the beginning of the turn(?) -- "Oslo, Norway bombed by Allies ... attack deflected with loss of 1 AA unit and 1 interceptor; loss of 2 enemy bombers. No loss of production."
What determines "loss of stockpile points?"
So confusing, cryptic and curt.
Then say during an 'Operation Sea Lion' and the Axis have captured southern England and say London, Plymouth, etc., ... I get a report at the beginning of the turn that such-and-such hexes were bombed with loss of so many stockpile points, well, I witnessed no specific enemy action during the Allied turn, so once again "Casper the ghost" attacks and no reports of enemy bomber losses if any, or reports of defending AA effectiveness or not.
Instinctively I moved German interceptors into the area to be within range. Does that help or not??
