Looks like I forgot someone. Units get the default max strength but can be modified on a unit per unit level.

So, using version V1.00.7U4, the problem is solved in Europe 1939 scenario. But, the French mountain unit is still at 20/20 in Europe 1940 scenario.

I had to restore the old scenario files because the ones I had previous uploaded were corrupt from the whatever the hell happened. I'll be refixing them today.
