If there is a hex that an air unit cannot be based in without an airfield built, will a paratrooper that is on one of these hexes still use air transport? In other words, if I cant fly to a hex without an airfield can a trooper take off from that hex?

That is something I never realized. Right now the para can take off from any hex. But you are right it should be able only to take off from valid airfield hexes.
