USA merchant bug

The UK has 0 merchants. My Axis subs are raiding the convoy lanes. They are sinking merchants every turn. The USA has 89 merchants. But they never lose any! I am pretty sure I am sinking the US merchants though. The number stays at 89. This is a bug.

Or, they are producing the same amount that you are sinking each turn.

I ran into this while playtesting my modded scenario. Does that make a difference for you? Can you use a save game from my scenario just like that?

At least now I know what it is. I couldn't replicate it before but now I spotted it.
