What constitutes air victories and air defeats (both air to air and air to ground)?

There is a section on it in the manual but basically it is something like you need to shoot down 25 points more than your enemy where bombers count as 5 and fighters as 1. But need to check the manual to be sure of the numbers. (that is for leaders credit)

I tried looking in the manual and on the forum but didn't see anything on it. Could you point me in the right direction?
I'm using this manual, maybe it is the wrong one?

By your comment it looks like you're talking air to air. If so, does the 25 points mean, if that or more one side gets a loss and the other a victory and otherwise it is a draw (no victory or defeat awarded)?
