I wonder if this is intent. Take this large infantry corps unit. I have told it to Hold Berlin.

Split it. Both the small infantry corps and the infantry division still have the Hold order.

Now, take again the large infantry corps unit. Order it to turn off repair and upgrade (black + displayed on the unit).

Split it. Now the small infantry corps still have repair and upgrade turned off. But, not the infantry division, I am obliged to once again turn off repair and upgrade for this division.

Now, take again the large infantry corps unit. Order it to prioritize for reinforcements (green + displayed on the unit).

Split it. Now the small infantry corps still have reinforcements prioritized. But, not the infantry division, I am obliged to once again order to prioritize reinforcements for this division.

It only keeps the mode. Everything else is reset. Why? Because no matter how I do it someone isn't pleased. So I keep it at a base level.
