Invasion doesn`t work for me

Month ago i was able to invade norway with my units.
Just click on the invade icon and place the land unit on the red hex.
Now there is no red hex. What i am doing wrong?
It`s getting a bit frustrating for me after 10 tries...

Screenshot? I always land on the hex south of Oslo. Embark a unit, move to that hex, click invasion mode and right click on the hex which lights up.

I think the weather is your problem. No invasion allowed currently.

Yes it's cold which means clear but too damn cold to invade.
