I have been using trucks to oversupply my frontline units waiting to invade France. I understand the units can't move and the maximum benefit you get is at 3 turns. But I'm seeing the units effectiveness going down as fast as I can supply them. What else would reduce a units effectiveness if it's just sitting there for 3 turns receiving extra trucks?

If it's in winter it helps less. You want to do it say in April 3 turns before you attack. Winter saps effectiveness from all units except Finns and Ruskies.
