Is it possible when creating a new scanario to specify the number of influence and research points that each major power has available for spending every turn?

Thanks for your help.
I adjusted the influence points and resource centers numbers for all major powers.
In the first turn of the scenario all majors powers received the assigned influence and resource center points (some of them received one point more; I think that has to do with the game itself assigning random points to major powers) but in the following turn none of the powers received any. Did I do something wrong?

They get influence points based on their production. It is a chance each turn.

What are you referring to "resource center points"?

Sorry, my mistake it is a typo; one should read "Research Centers" instead of "Resource Centers".
Anyway as I wrote in my previous post these adjustments take place only in the first round. In the subsequent turns the major powers receive no points except those randomly assigned by the programme. Am I doing something wrong or is it the editor? Thanks in advance for your help.

After the 1st round they get it based on production for both advancement and diplomacy. You can initially set them to have more.

Could you please elaborate how I can do that? Thanks!

Their current production has a chance to produce research points and influence points. Naturally the more powerful a nation is productively the more scientists they have and the more influence they have.
Each country has a chance to generate a new research center r(0-333) < square root of production each turn.
For influence points it is r(0-20) < influence power AND r(1-100) < moraleRatio.
I misspoke I thought both were on production. But only tech is. Influence points are based on influence power alone and how much of the home country is taken.
This is where in the editor you can change a country's starting research centers and influence points

Thanks for your reply. So if I understand correctly; one can change the research centers and influence points just for the first turn of the scenario, all consequent turns the number of points allocated to each major power is determined by the game and no human intervention is possible.
