Italy 0 oil

Hi, i play with my friend PBEM 1939 europa. I play axis and we play 3 games. In all games (1940) Italy
loses the rope. Is it normal? One turn Italy production is 7 oil per turn. Next turn is 0 per turn.

Historically, Italy has started the war without much oil reserves. You must create a trade between Germany and Italy to give them some.

Okey, but why Italy in 1939 and half 1940 have production Oil and in March all production loss?

Romania provides their oil. Once Romania is a full Axis all the oil goes to Germany.
When they are neutral some of the oil goes to consumers.
