If one purchases the current War in the East version now, will one get a free update of the new War in the East version later this year, or next year? Thank you for your consideration and time concerning this matter.

If you mean WitE2 I expect no. There might be some promotion to existing WitE1 players if the marketing guys at Matrix think that is a good idea but nothing more than that.
If you mean updates with the ongoing patches of WitE1 then yes they are free.
