1.00.7U1: Need scenarios clean up

Now that we have the advancement column in the units report, I am surprised by some numbers in all scenarios.
For example, in
Europe 1944 scenario, why this HQ is still
Anti-Tank 1939?
I think a global clean up is needed in all scenarios.

I am asking myself why some units are at 1944 level compared to other ones in the same country i.e. Romania for example.

Not all would be upgraded. In later years the minors were not upgraded at all.
