I am into a game (12 September 1941) and I have taken Turkey and attacking the USSR. I am at the gates of Leningrad and Moscow. I still have not seen ANY partisan unit spawn. I will keep an eye out for them as my game progresses (I know they have been toned down, but it seems awfully quiet in the rear areas so far).

Update: my first Turkish partisan unit just popped up. All is well [:)]

You have the lower chance version. In the next update it will be back to where it was with the 5 hex radius. I believe that is my version.
