Public vs private

This doesn't seem to be the correct terminology.

The term private is used correctly, but the term for an industry owned by a country is state property. If it's forcibly taken then it's been nationalized.

The term public meaning a publicly held stock company.

Or am I just confused? [&:]

In the UK and Europe a "publicly owned company" or the "public sector" refers to government/state owned assets.

I suspect the confusion may revolve around the tortured relationship between the Queens English and American English.

"Public schools" in the UK ....just to confuse matters are private fee paying schools whereas in the U.S. I believe they are the state owned sector of the Education function.[:)]

And as a euro-english speaker I have the tendency to mix american and english rather a lot :)

I don't think the use of 'public' is too confusing. There are the public utilities, companies that provide essential public utility services (i.e. electricity, gas, water), some are owned by government and others by private companies but publically regulated. There are other examples, like jobs in either the public (government) or private (non-government) sectors. We could have a lot of fun with UK/US-isms. [8D]
