Can someone explain in easy-to-understand terms what these numbers mean?
AP% and SP%? Reading the manual, but not finding. Thanks!

That's a good question. I believe the AP stands for Anti-Personell and that this is the bonus a unit gets defending this hex. Similar for AT%.
And SP is definitely the hex supply value (they match).
The manual should really be clearer on this. With some clever Google-fu I was able to find these hidden gems:
"Hexes grant bonuses to the defender. 200% AP/AT bonus means that our 101 Infantry Division (13+5/13) defends the forest hex if in mobile deployment as a (26+10/26) unit. Note though, that I am not sure there is a 200% AP/AT hex tile."

"IIRC, AT% is the positive effect the terrain has on anti-tank defense strength, and AP% for anti-personnel defense strength."

Thanks, those links are helpful, although the first one w/re/to the supply % discussion is pretty confusing to this non-math person. I do see now that the SP% number is same as the little supply dot number. Higher number the better.
w/re/to the AT% and AP%, those are a bit clearer to me, but now a "real world" application of that information. In the below, we see the German 30th Infantry Division contemplating an assault on Novgorod, but it seems to me that the NKVD HQ unit entrenched there has some pretty hefty bonus percentages (AT 350%, AP 400%) so with just those infantry units it seems like a bad gamble, even when the planner says 6+ to 1 odds. Seems like we need to get the heavy artillery guns up there and pound this commie nest Novgorod for a while, and add some assault engineers for the bridge / river in the hex. Maybe get the Totenkopf involved if they can get around the back side of the lake. Thanks again!

From the manual: 6.1.16 TOOL TIPS (page 26 in my copy)
Includes an enlarged picture of the terrain.
The top line may include the unit name if the
unit is visible.
The Second line includes the various effects that
terrain has on the hex, including Anti-Tank, Anti-
Personnel, Fortification Level and Supply.
The Third line includes the Formation PO
Orders
The Fourth line includes the location and terrain
description.
The fifth line includes the prompt line which
describes some options available if you click in the
hex.
Note that setting the ToolTipShow very high
and the ToolTipHide very short (see the “Page
Two” display above) effectively turns ToolTips off.
--------------
I used to turn them off as I find all things that pop up or wave flags etc. in games distracts me; but now I have them on.
