Nope. But it just means you can blow it up.

Interesting point here. A division with a strength of 10/10 does not exert a ZoC. As such, we can imagine that an infantry corps, that has a strength of 10/20 or 10/30, has lost its ability to exert a ZoC.

Not necessarily, a Corps is not just a collection of Divisions, it also has Corps-level support units, such as heavy artillery, extra logistical capability etc. that a division won't have

The idea of a unit that is a mere fragment of its usual self having reduced ability to cover a large stretch of the front or to hinder enemy movement is a common theme in many games of this type. The game already does this to some extent by not giving a ZOC to a division. It is not about what components make up the unit, but about how much frontage a unit of a given size and strength could influence.

This is even more significant since enemies seem more than happy to retreat through your zones of control thereby escaping encirclements which seemed solid.
